E-Invoicing in the United Kingdom

E-invoicing in the United Kingdom under consultation in 2025

In September of last year, the United Kingdom announced that a consultation would eventually be launched to begin promoting electronic invoicing for government administrations and companies. Now, the Government, HMRevenue & Customs, has come to confirm that this consultation is now open until May 7, 2025. The objective is to compile opinions regarding the standardization of electronic invoicing in the United Kingdom and its adoption among companies and the public sector.

This consultation falls within the framework of the package of measures aimed at reforming and digitize processes administrative and fiscal and which seeks to improve the operational efficiency of companies and combat tax fraud by reducing administrative burden and effective traceability of transactions.

Schedule for e-Invoicing in the United Kingdom

The probable date of implementation of electronic invoicing in the United Kingdom is 2029, although it has yet to be confirmed by British authorities. In addition, like other countries, the transition will take place in a phased manner depending on the volume of turnover of the companies.

Model and format of the electronic invoice in the United Kingdom

Regarding the billing model, the United Kingdom is likely to make use of standards such as PEPPOL, since this is the way currently used by the NHS in hiring the healthcare sector. In addition, since 2019, the UK government has promoted electronic invoicing in public procurement through the standard Peppol. Which could be an indicator that this will be the most likely technological infrastructure. If so, we could be talking about a model such as Belgium, which will consist of two phases:

  • Phase 1: start with mandatory electronic invoicing between companies (B2B) through the PEPPOL network.
  • Phase 2: mandatory e-reporting containing information for tax authorities.

The use of electronic invoicing in the United Kingdom is, for the time being, voluntary. However, its use is encouraged in the healthcare sector, with advantages in terms of efficiency and reduction of errors.

The NHS (National Health Service) in some cases and especially in contracts with the NHS Supply Chain, may require suppliers to issue electronic invoices through Peppol or compatible systems such as Tradeshift, one of Brait's partners and one of the preferred platforms of the English authorities that, being connected to the network Peppol guarantees interoperability between systems and full legal compliance.
