E-invoicing in Croatia is confirmed by 2026

The Croatian government has confirmed the introduction of B2B electronic invoicing, between companies, starting in January 2026. This so-called Fiscalization Project 2.0 could also be extended to B2C transactions.

What is the Fiscalization Project 2.0 in the field of electronic invoicing in Croatia?

The implementation of electronic invoicing in Croatia is one of the measures taken by the Croatian tax administration, Porezna Uprava, within the framework of a comprehensive strategy of digitalization and tax modernization called Fiscalization Project 2.0 (Fiskalization 2.0) which will also demands an integrated electronic archiving and advanced online accounting in the VAT system to prevent tax fraud related to VAT refunds.

This project includes:

- B2G: Establishment of a system for reporting to the Tax Administration.

- B2B (Business to Business) electronic invoice: with custody/archiving and e-reporting of the online VAT system.

- A free platform for receiving electronic invoices that will be made available to small taxpayers

Schedule for the adoption of Electronic Invoicing in Croatia

2019: Mandatory for companies that carry out transactions with the public sector (B2G).

January 1, 2026: Extension of mandatory electronic invoicing for all B2B transactions.

Characteristics of mandatory Electronic Invoicing in Croatia

Model: Centralized. The Ministry of Finance, more precisely the agency FINA e-Račun u Javnoj Nabavi, developed the electronic invoicing platform E-račun (connected to PEPPOL) that centralizes the process of issuing and receiving electronic invoices, ensuring a standardized flow of information through a single access point.

Format: PEPPOL UBL 2.1 and the CII (Cross Industry Invoice).

Archiving: 11 years.

Reporting: Form U-RA required since 2019.
